The kingdom of Malron is a huge city “rising from the sea”. It is built on an island that the locals characterize as “a rock that fell from the sky”. It is indeed true that the island is unnaturally steep. The sides of the island are perpendicular to the surface of the sea and the lowest point is approximately 27 feet higher than the surface.

Three massive stone bridges connect the city with the mainland. A colossal stone wall protects the bridges from the mainland. Two squads of the town army are always placed on top of the wall, and another two on the main entrance of the wall. The wall is so thick that storage rooms and barracks are built inside the wall.

Because of the steepness of the island the locals haven’t managed to build a dock. However they have built stairs on the eastern bridge so that the crew of the ships can disembark enter the city (1). The stairs are wide enough to allow the crew to carry some merchandize. The locals have also found another way of carrying merchandize in the city. They are dragging them up to the city using ropes, directly from the ship. There is a special platform in the first layer of the city where this is allowed. Some enslaved beasts (mainly orcs) are used for heavy merchandise. In fact the merchants pay the owners of the beasts for their services (2).

Malron is a city of humans. Everyone who lives within the city walls is either a human or a Halfling, but the vast majority is humans. On rare occasions a dwarf visits Malron and since the citizens tend to speak a lot it usually provides a hot topic of discussion for months to come. Most of the citizens of Malron have never seen an elf; however there are rumors that many years ago elves came to city for whole two days (3).

The city is built in cylindrically in three layers. Each layer is higher than the previous and begins where the previous ends. Vertical stone walls separate each layer discretely.

The city is basically built in the first two layers. In the first layer almost every building is built from gray or black stone (The same grey stone walls are built from). In the second layer where there is less damp there are also wooden structures. There are a lot of inn taverns and brothels mostly operating under the current laws. In general the city is prosperous and criminal levels are very low. People are generally educated and the rate of illiteracy is surprisingly low.

There are mainly four kinds of professions, hunters which leave the city approximately once per week for two days and provide meat which is a relatively rare treat and a bit expensive. Fishing is the most common profession and fish is in general the most common meal. If someone isn’t a hunter or a fisherman the best guess would be that he is either a merchant (or working for one) or he has enlisted in the town guard. Of course the first two layers of Marlon are the also the place of blacksmiths, horse brewers, entertainers (dancers, bards, magicians), inn keepers, butchers and all sorts of people that keep the city alive and happy.

The third layer of Malron is the place of the scholar’s and of the royal court. The university, the library and the palace are in the third layer of the city. Those great buildings are built from white marble and attract the high society of the city. There is only one inn in the third layer which operated under the standards of the palace. The palace is a small city of its own since it contains everything one might need in a city. The king and all the noblemen of the city leave there.

Magic is not popular in the first two layer of the city. In fact most citizens have never seen real magic (except from them entertainers). Some elementary alchemy shops exist in the first two layers but they mostly have healing herbs and mild aphrodisiacs. In the third layer of the city however magic is a known fact. Even in the university magic is taught to those who are talented. In fact the palace is constantly scouting the first two layers for “talented” children and is any is discovered, the palace offers a very healthy reward to the parents and offers a place of residence to the child in the third layer; where they try to cultivate a sense of morality and loyalty and teach magic (4).

The authority pyramid in Malron is as follows.

Bottom level:

The regional judges: There are eight regional judges (four in each layer). They have authority to convict and impose penalties for small crimes. They do not have Authority to condemn someone death, dismember him or order him to leave the kingdom but they can impose any sort of minor penalty. They also resolve ownership issues and keep a record of the properties and their owners in their region. They frequently act as deciders, as citizens come to the regional judges to resolve their conflicts. Regional judges have absolutely no authority outside their regions

Regional Town Guard Captains: There are eight regional guard captains corresponding to the same regions as the judges. Like the regional judges their authority is strictly restricted to their regions. Each member of the town guard is enlisted to a region and takes order from the regional captain. The captain has the authority to send anyone he pleases to jail until they are brought to the regional judge. He does not have the authority to impose any penalties.

Military sergeants: There are three military sergeants. The military does not have any authority in the city of Malron. The jurisdiction of the military is outside the city walls. The sergeants have complete authority over their forces and each soldier is enlisted under a sergeant. The sergeant has the authority of assigning their personnel as they please (they can assign new captains, remove old ones, name lieutenants etc.). In the villages of Malronsoar, the highest ranked military official present has the authorities of a regional judge. Typically in a time of peace the military has the following responsibilities:
1. Guard the great wall.
2. Scouting and cartography responsibilities
3. Visit the villages frequently
4. Fight savage tribes that raid the villages

Second Level:

Military general: complete control over the military, the sergeants and the town guard. His place of residence is normally in the palace and he rarely joins the military in the field.

Admiral: Has a fleet in his disposal, at times of peace he is dealing with piracy issues. Since his services weren’t needed for a couple of years the council of nobles decided to cut down on costs and the fleet now consist of only six ships.

Inquisitors: There are two inquisitors who have the regional judge’s authorities but are not restricted in region. The inquisitors have the authority to investigate every official of the bottom level for poor judgment or corruption.

Third level

The king: He has the authority to overrule any action of the other officials. He has all the authorities of the lower levels combined. He is therefore the commander of the army, the navy and the great inquisitor.

Higher level:

The council of nobles: There are nine noble families in the kingdom of Malron and the council of nobles consists of a representative of each family. The council has complete authority over the kingdom, and their decisions are based on majority votes.

1. They elect the king. One of the nine noblemen of the council is elected to be the king of Malron, once elected the king remains in his post until the end of his days. The king continues to be a member of the council and his vote counts for three.

2. The council elects all the other officials. The council elects the General of the Army, the Admiral and the Inquisitors. They can remove them from their positions anytime they want. The council also elects the officials of the bottom level but in practice they never meet most of them. The General and the inquisitors make their suggestions and the council usually votes for them.

3. The council can vote, remove or modify any law they want, there are no restrictions.

4. The council can override any command/ruling/decision of another official (even the king).

5. The council act’s as a Supreme Court. It is can impose any penalty (such the death penalty) that they see fit.

Even though the council is the highest authority, the noblemen individually do not have any power. In theory they are even subject to a regional judge’s ruling.
